Critical notes on the realization of political power
t is stressed on the relevance of the problem of the realization of political power, since the functioning of the entire state mechanism
is aimed primarily at the realization of political power.
The problems of monopolization of political power and its purpose as a tool for the formation and realization of the interests of
all social strata are examined. In the author’s opinion, eradicating the nomenklatura system of government and turning power into an
effective tool for the formation and realization of interests is possible only if many prerequisites are created in society, among which
the most important are the rule of law and court.
The problems of the legislative process are considered from the point of view of the need to ensure the interests of society. It is
noted that the departmental nature of the preparation of regulations does not allow taking the diverse public interests into account. Such
an approach cannot be inherent to a rule-of-law state, to the relationship between the interests of society and power. In the author’s
opinion, it is necessary not only to change the procedures for preparing draft laws, but also to renew radically the entire existing mecha -
nism of law-making from the standpoint of the development of democratization and publicity of this mechanism.
It is substantiated that in modern social conditions a democratic republic as the highest form of the state is necessary. This provision
is determined by the fact that democracy is a form of political organization of society, which is based on recognizing the people
as a source of state power, on its right to decide state affairs and on endowing citizens with a wide range of rights and freedoms.
It is argued that democracy is the only form of political organization of society, which is able to maximize the scope for the reali -
zation of the entire diversity of social interests, and thereby for the development of human forces as an end in itself for social development.
This is achieved by the fact that such social values of democracy as the constitution, universal suffrage, legality, representative and
other elected institutions, multi-party system, opposition, personal freedom, a complex of civil rights and freedoms, etc., entering element
by element into the mechanism of exercising political power in society, are able to ensure the development of productive forces and productive
relations in society to the maximum extent possible. The main advantage of democracy is its ability to create political mechanisms
for realizing the social interests of all members of society, in contrast to its antipodes – plutocracy, ochlocracy, oligarchy, etc.
It is noted that the most important quality of democracy is competence. The dominance of the majority in democracy makes sense
only when decisions are made competently, with knowledge of the matter, ensuring their truth and argumentation, as well as subject to
the participation of everyone concerned in the development and realization of power decisions.
